JOB SUMMARY
To perform a variety of chemical and bacteriological tests in the analysis of wastewater according to standard methods and procedures; and to ensure plant laboratory compliance with State and Federal guidelines.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Treatment Plant Superintendent.
May exercise functional and technical supervision over maintenance staff.

EXAMPLES OF IMPORTANT RESPONSIBILITIES AND DUTIES - Essential and other important duties and responsibilities may include, but are not limited to, the following:

Essential Duties and Responsibilities:
Perform a variety of chemical, biological, and bacteriological qualitative and quantitative tests of pretreatment and wastewater samples; analyze test results and develop recommendations to better control treatment plant processes and increase plant efficiency within State and Federal guidelines.

Collect and test samples of influent, effluent, receiving waters, sludge and other samples to ensure compliance with State and Federal regulations.

Prepare chemicals, bacteriological media, stains and standard test solutions.

Perform inspections of industrial discharges; calibrate wastewater monitoring equipment; conduct laboratory analyses of industrial waste discharges.

Maintain detailed and accurate records of tests conducted and their results; prepare reports for State and Federal agencies; assist in completing special technical reports.

Perform mathematical calculations and statistical analyses for test results.

Clean and maintain laboratory, equipment and instruments; maintain inventory of supplies and inventory records.

Essential Duties and Responsibilities:
Compile and enter plant and test data into computer system; prepare monthly reports concerning wastewater treatment.

Conduct special examinations and analyses to assist with plant problems and studies; conduct specialized chemical and biological studies as assigned.

Other Important Duties and Responsibilities:
Maintain quality control of laboratory procedures and equipment; perform plant instrumentation checks including refrigerators and incubators.

May participate in a variety of travel between various city facilities and other related external business and government agencies which may include collecting and delivering mail and collecting supplies and payroll checks.

May schedule various plant testing activities.

Perform computerized analyzer evaluation to test for treatment plant toxicity.

May attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of water and wastewater treatment operations.

Compose and prepare various memorandums and correspondence as necessary.

May order and maintain supplies and other related materials; prepare payment for supplies as necessary.

Oversee tours performed in the water treatment plant; provide information involving laboratory procedures, analysis and reporting.

Perform related duties as assigned.

State and Environmental Protection Agency regulations governing wastewater treatment processes.

QUALIFICATIONS
Knowledge of:
Principles and practices of modern chemistry, bacteriology and microbiology as applied to wastewater treatment and analysis.
Knowledge of:
Mathematics, as used to analyze test results and perform a variety of analyses in water and wastewater treatment.

Analytical laboratory procedures; safety precautions in a laboratory setting. Basic record keeping and report techniques.

Pertinent Federal, State and local laws, regulations and codes.

Methods and procedures for collection and storage of samples.

General principles and procedures of wastewater treatment and collection. Modern office equipment including computers and related programming.

Ability to:
Perform a variety of chemical and biological laboratory tests.

Use standard laboratory testing and analysis equipment.

Interpret Federal, State and local laws, codes and regulations.

Learn to recognize wastewater treatment problems during analysis of test results.

Keep detailed records accurately and neatly.

Assemble data and prepare detailed and clear reports.

Work independently in the absence of supervision.

Maintain effective audio-visual discrimination and perception needed for:
  • making observations
  • reading and writing
  • operating assigned equipment including computers
  • communicating with others.
Maintain mental capacity which allows the capability of:
  • making sound decisions
  • analyzing and interpreting various statistical data

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Two years of responsible experience performing chemical or bacteriological tests in a laboratory.

Training:
Equivalent to a bachelor’s degree from an accredited college or university with major course work in chemistry or biological sciences.

License or Certificate
Possession of, or ability to obtain, a Grade D W astewater Treatment Certificate issued by the State of Texas.
