Job Description:

USSTRATCOM is a Combatant Command (COCOM) responsible for strategic deterrence, nuclear operations, and enterprise IT services essential to national security. It oversees Nuclear Command, Control, and Communications (NC3), Joint Electromagnetic Spectrum Operations (JEMSO), Global Strike, and Missile Threat Assessments, working closely with other COCOMS, Services, and defense agencies.

The Strategic Command Information Technology Lifecycle Support (SCITLS) program will be a key component ensuring mission success and the safety of the U.S. and its allies by providing 24/7 IT services and network support for NIPRNet, SIPRNet, JWICS, and SAP/SAR environments.

As a FinOps Technology Business Management (TBM) Administrator, you'll help ensure today is safe and tomorrow is smarter by overseeing the development, configuration, enhancement, and administration of the IBM Apptio IT Financial Management portfolio for USSTRATCOM's TBM solution. You'll be a key contributor to USSTRATCOM's FinOps practice, facilitating TBM to optimize IT value and achieve financial targets for the SCITLS mission.

HOW A FINOPS TBM ADMINISTRATOR WILL MAKE AN IMPACT
  • Researches and integrates new TBM concepts, vendor solutions, and strategies into USSTRATCOM's FinOps practice.
  • Manages and enhances the TBM supporting application suite, to include configuration settings, report development, and overall platform stability and functionality.
  • Ensures data accuracy, completeness, and integration within TBM tools.
  • Creates, maintains, and troubleshoots reports using the TBM tools to provide insights into IT costs and performance.
  • Administers user roles and permissions on the TBM platform for controlled access.
  • Works with various stakeholders, including IT, finance, and business teams, to gather requirements and ensure the platform supports their evolving needs.
  • Identifies and resolves issues within the TBM platform, including those involving data discrepancies or functional problems.
  • Monitors and proposes implementation of new TBM tool features and updates

WHAT YOU'LL NEED TO SUCCEED

Education: Technical Training, Certification(s) or Degree (or equivalent experience)

Required Experience: 3+ years of related experience with TBM and IBM Apptio Solutions

Required Technical Skills:
  • Development, configuration, enhancement, and maintenance of the Apptio platform
  • Data management and report development within Apptio

Required Certification 1 (Must possess or be able to obtain within 9 months of start): ITIL 4: IT Service Management (ITSM) Certification

Required Certification 2 (Must possess or be able to obtain within 30 days of start one of the following):
  • CompTia Cloud+
  • -or- GIAC Global Industrial Cyber Security Professional (GICSP)
  • -or- GIAC Security Essentials (GSEC)
  • -or- ISC2 Systems Security Certified Practitioner (SSCP)

Security Clearance Level: Active Top Secret Clearance with SCI eligibility required.

Required Skills and Abilities:
  • Excellent communication skills
  • Excellent analytical and problem-solving skills
  • Ability to translate Apptio data and reporting to provide cost transparency and effectiveness analysis for all stakeholders

Preferred Certifications:

The likely salary range for this position is $96,692 - $130,818. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
