Job Title: Application Development Analyst - Oracle Forms, Oracle APEX, Oracle Fusion Middleware

Location: Tallahassee, FL

Mode: Contract

 

BACKGROUND:

The Department requires application development and Oracle database services to support its financial systems. This includes the development and maintenance of applications using Oracle Forms, Oracle APEX, and PL/SQL, as well as integration support for Florida PALM and FLAIR. The selected contractor will also provide expertise in Oracle Fusion Middleware to ensure secure, scalable, and high-performing application environments. Familiarity with State of Florida accounting practices and PCI compliance is essential to ensure technical alignment with state and regulatory standards.

 

SCOPE

The Contractor will provide an experienced Application Development Analyst to:

• Design, develop, and maintain Oracle-based financial applications.

• Support integration efforts with Florida PALM and FLAIR systems.

• Responsible for designing, developing, and maintaining data integration processes to support application functionality and reporting requirements.

• Develop and maintain PL/SQL scripts, stored procedures, and database packages.

• Utilize Oracle Fusion Middleware for application deployment, security, and integration.

• Ensure applications align with State of Florida accounting practices from a technical perspective.

• Ensure applications meet data security and Payment Card Industry (PCI) compliance standards.

• Collaborate with business and technical teams to gather requirements and implement solutions.

• Ensure application performance, security, and compliance with Department and regulatory standards. The Contractor, through its selected candidate, must perform all tasks and complete the deliverables identified in this Statement of Work (SOW).

QUALIFICATION REQUIREMENTS FOR CONTRACTOR’S CANDIDATE 

To accomplish the work outlined above, FDACS requires an experienced Application Development Analyst with the following skills and experiences listed below. This list is not exhaustive; nor are all skills required. Technical Skills, written and verbal communication, and experiences will be the basis for evaluation of responses to the RFQ.

Minimum Qualifications

• 5+ years of experience in application development using Oracle Forms, Oracle APEX, and PL/SQL.

• Experience with Oracle Database development, performance tuning, and troubleshooting.

• Proficiency in Oracle Fusion Middleware components (e.g., WebLogic Server, Oracle Server).

• Experience integrating applications with enterprise financial systems such as Florida PALM and FLAIR.

• Knowledge of State of Florida accounting practices from a technical implementation perspective.

• Demonstrated experience ensuring PCI compliance in application development.

• Strong written and verbal communication skills. Preferred Experience

• Knowledge of the Florida Accounting Information Resource (FLAIR) or Florida PALM

• Experience with Oracle REST Data Services (ORDS).

• Familiarity with Agile development methodologies.

• Experience with version control systems and CI/CD pipelines.

• Knowledge of application and data security best practice.

• Experience working in a government or public sector environment. Educational qualifications meeting at least one of the following levels:

• Bachelor’s or master’s degree in computer science, Information Systems, or another related field or equivalent work experience.

• Oracle certifications (e.g., Oracle PL/SQL Developer Certified Associate, Oracle APEX Developer, Oracle Middleware certifications) are preferred.

CONTRACTOR RESPONSIBILITIES

The Application Development Analyst will be responsible for the following tasks:

• Design, develop, test, and deploy Oracle Forms and APEX applications.

• Write and maintain PL/SQL scripts, stored procedures, and triggers.

• Support and maintain Oracle database objects and schemas.

• Configure and manage Oracle Fusion Middleware components.

• Provide technical support for application issues and enhancements.

• Participate in integration efforts with Florida PALM and FLAIR systems.

• Performing Extract, Transform, and Load (ETL) operations to move data between internal systems (e.g., databases, applications, data warehouses) and external systems (e.g., third-party APIs, partner platforms, cloud services).

• Ensuring data is accurately extracted from source systems, transformed to meet business and technical specifications, and loaded into appropriate target environments.

• Collaborating with stakeholders to define data mapping, transformation rules, and validation requirements.

• Implementing data quality checks and error handling mechanisms to ensure integrity and reliability of data flows.

• Supporting scheduled and on-demand ETL processes as required by business operations or project timelines.

• Coach, mentor, and train OATS team members and other FDACS staff.

• Create and maintain technical documentation and Standard Operating Procedures (SOPs).

• Attend and participate in project meetings and provide regular status updates.

• Submit weekly project reports and time sheets.

DELIVERABLES 

The Contractor must perform the tasks listed under Contractor Responsibilities, as requested by the Department. The Contractor must invoice these tasks in one-hour increments and provide evidence of their performance by submitting applicable type of documentation detailed in the list below. Complete and submit all documents in a format compatible with Microsoft Office 2016 or newer to the Department’s Contract Manager as specified in the timeframe provided below.

a. Status Report: Detail the status and level of service provided to Department staff, and the projected completion date for each assigned task. Submit this report weekly.

b. Time Reports: Detail tasks worked on each day, and the hours spent on each task. Submit this report monthly.

c. Technical Documentation: Submit completed technical documentation, that evidences all work performed complies with the OATS policies, procedures, and technical standards provided by the Department’s Contract Manager. Information contained in the technical documentation must also facilitate the transfer of knowledge to Department staff that is necessary to maintain the system(s). Technical documentation must be satisfactorily completed within the response time specified by the Department’s Contract Manager. Technical documentation includes but is not limited to: a. Detailed assessment report of the Department’s Oracle-based financial applications, identifying technical deficiencies, security risks, performance bottlenecks, and opportunities for enhancement or modernization. b. Comprehensive plan to refactor or enhance legacy Oracle Forms and APEX applications, including recommendations for improved maintainability, performance, and compliance with State of Florida accounting practices and PCI standards. c. Integration roadmap outlining the steps required to support and enhance system interfaces with Florida PALM and FLAIR, including data mapping, transformation logic, and scheduling of integration points.

d. Conduct technical knowledge transfer sessions for Department staff on newly developed or enhanced Oracle applications, PL/SQL packages, and integration workflows, ensuring operational readiness and long-term maintainability.

e. Produce detailed technical documentation for each application or integration developed or modified, including:

• Application architecture diagrams

• PL/SQL logic and data flow documentation

• Oracle APEX page/component structure

• Fusion Middleware deployment configurations

• Security and compliance considerations (including PCI)

f. Operations Manuals: Prepare and submit any other documentation required by the Department’s Contract Manager

g. Performance Measures: The Contractor must provide the deliverables and required documentation as outlined above.

h. Acceptance of Deliverables:  The Contractor must submit the required documentation evidencing the deliverables listed above to the Department’s Contract Manager for review and approval.

Failure to accept a deliverable within ten (10) Business Days constitutes non-acceptance by the Department unless stated otherwise by the Department’s Contract Manager in writing. If subsequent work that is the responsibility of the Contractor invalidates some or all of the contents of a deliverable, the Department reserves the right to require the Contractor to revise deliverables previously approved at no additional cost to the Department, or to reject current deliverables based on inconsistency with the SOW. 

i. Facilities and Equipment:  The Contractor will perform the tasks and responsibilities referenced herein on-site, in the Department’s Tallahassee office. The Department will facilitate the Contractor’s on-site performance by providing items including, but not necessarily limited to: working facilities, development and testing environments, equipment 3 and licenses, access to the Department’s network, and internet connectivity. Telework may be approved at the discretion of the Contract Manager.
